ISSUE BACKGROUND: The post 9/11 GI Bill will pay no more than the "public school in-state tuition and fees" per academic year. Therefore the veterans pay the difference between in state and out of state tuition out of pocket. For most veterans this is a significant financial barrier in attending a California school directly after discharge and before they have had the opportunity to establish residency.
AUTHOR'S STATEMENT: "Offering in-state tuition will provide veterans the option of attending one of our great universities where they will contribute to both our local and state economies. Without this incentive, these men and women will likely choose schools elsewhere, taking their time, talent and skills with them."
OnTheIssues Explanation: In 1998, California voters passed Proposition 227, which banned bilingual education. This new law repeals Proposition 227, and hence re-institutes bilingual education. 80% of non-English-speaking in California public schools speak Spanish, but bilingual education could apply to other languages as well. Brown's signature on AB420 represents a huge step forward for students in California. The enactment of AB 420 places our state at the front of the pack: we are leading in making meaningful advancements in civil liberties as other states turn in the opposition direction.

This bill would require that a pupil be permitted to participate in sex-segregated school programs and activities, including athletic teams and competitions, and use facilities consistent with his or her gender identity, irrespective of the gender listed on the pupil's records.
